Pacific Environment weighs in on water funding debate

Morningstar Investment Management is rounding out its international equities funds with the creation of a new trust for emerging markets, which will combine its established larger emerging markets mandates...

Enviro-tech experts Pacific Environment (ASX code: PEH) has thrown its weight behind the Federal Government’s Budget announcement for $2 billion in concessional loans to help state and territory governments build infrastructure over the next decade.

Adrian Zammit, General Manager for the Land & Water Business with PEH, said: “The loans scheme will be beneficial, but this extra funding in water infrastructural projects will need to be supplemented by major investments in transport links such as roads, rail and ports.”

“If commercial gains are to be made by the harvesting of water, food producers will need access to local and international markets for their produce.”

Zammit said most of the funding should focus on projects in tropical Australia to maximise an increase in agricultural productivity.

“In terms of lifting agricultural productivity through the harvesting of rain water, the biggest investments will need to go to the northern tropics of Australia, namely the cape region in Queensland, NT and northern WA,” he said.

“A strategy is only as effective as the alignment and consistency of all other federal and state government initiatives. This is a good start but we need to see governments look at long-term goals rather than quick fix solution.”

Zammit was commenting on the Budget decision to allocate $2 billion in concessional loans to build dams, pipelines and aquifer recharge projects over the next 10 years.

It will build on the Government’s existing regional development funds: The Northern Australia Infrastructure Facility, worth $5 billion, and the $500 million National Water Infrastructure Development Fund.
